Ms. Toh Beng Suan was a former Advocate and Solicitor of the High Court of Malaya from 1996 to 2015. She was a partner of Messrs. Zaid Ibrahim & Co, one of Malaysias leading law firms, and was the Head of the Projects and Private Partnerships Practice Group with extensive experience in advising foreign and local sponsors, investors, financiers and the Government on the legal structures and aspects of major privatisation projects and transactions, including dealing with implementation and operational issues.

During her legal career spanning 20 years, she advised on the development, construction, financing, operation and maintenance of some of the largest and most complex infrastructure projects within Malaysia and in the Asian and Middle East regions. She also advised on construction law and various forms of construction and engineering contracts, as well as general corporate matters including advice on corporate structures and joint venture arrangements. She also has experience in advising on regulatory frameworks and assisted in the drafting of certain key legislation in Malaysia.
